Extender vs hanging for thin penis

I have restarted (or finally started) my PE journey last month and even though I have no intention of using any of the devices mentioned in the thread title anytime soon (for at least next 5 months), I am collecting some knowledge.
My primary goal is to obtain some girth but wouldn’t mind at all getting an inch of the length in the future. My routine contains simple 10 mins stretching before girth exercises (well, pumping also works for some length) but pretty much that’s it.
Since we have some Black Friday discounts and those devices seems a bit pricey, made my mind to purchase one of these and while learning more about my body and the device, prepare myself for some solid length sessions.
I work mostly remote and alone in the home, so I could benefit from using some length device during the day. I don’t mind taking the device on and off from time to time, since I need to stand up from my desk throughout the day anyway.
For some reason my mind goes more into extender, than hanging but there is no experience or knowledge to back this up.
My main concern is, that my penis size may not be perfect for the extender with vacuum cups.
My girth is on really thin side (especially flaccid) and I am not entirely sure I can even use it, hence my questions:
1. Is the starting flaccid size of a penis may be an issue while extending? The device looks huge but my knowledge is yet limited and I am not exactly sure how am I supposed to use it (got couple of months to get this knowledge).
2. I found a decent bundle for Best Extender v 4.0 with cups and everything I think I need. Does anyone has some experience with Best Extenders and could advice, that it may be a good, first (only?) extender to purchase?
3. If the girth (glands size) may be an issue for vacuum cups, maybe I should consider hanging with that device, that is not vacuum cup? (Apologies but forgot how the other type of hanging is called).
