My base is starting to pack for about an inch. So there is a couple inches in between were I am not packing. After my first set, after I release pressure, I sort of pull a vacuum as I pull my dick out of the cylinder. I was wondering since my glands and upper shaft are packing the tube, will this prevent the vacuum from expanding my lower shaft?
It may be time for you to think about buying a larger cylinder. Milking the cylinder or using a straw may help you short-term, but if growth is your objective, sooner or later it sounds like you’re going to need a larger cylinder.

If your base girth is smaller than your midshaft/glans girth, make sure that you do not buy a tapered cylinder. If you want to go in a completely different direction with a new cylinder, you could buy a cylinder with 3+" inside diameter, and try whole package pumping.
