If veins don’t have much of resistance, it makes blood to flow out and penis stays in half erect state. The way to resolve it is to improve circulatory system and just push even more blood inside (for example with kegel exercise). Another possible problem is if we constrict bloodflow somehow outside. For example, proper way to do clamp is to slightly to tighten around the penis. Such way we constrict only veins which lay on outer side of penis. If we push too much, it’s going to push on arteries which lay inside and it’s going to prevent blood from coming in. Especially when we do clamp around the root of penis. Phymosis can have similar effect, but only when it constricts blood someone on the shaft. It shouldn’t affect in any other way, because in most cases skin is quite elastic and if phimosis near glans doesn’t let penis to prolongate then it’s simple about skin stretching across whole shaft and near root to let it prolongate further.
So you need to check what actually makes your erection weaker. Do you have proper stimulation, do you have some constriction or if everything looks fine, but you still don’t have rigid erection then simply to press with side of thumb on special point to restrict a bit veins outflow and see if it makes some difference. Main veins lay at the middle of top side and come across whole penis from glans to the base. You need to press near the base. Some actions naturally do that, for example, if you point your dick up, it usually makes some tension in that area. But effect is much weaker, than manual restriction.
