Measuring: Some guys measure at the end of a session. Some guys measure only on off days. It really doesn’t matter as long as you are consistent.
Warmup/down: Using heat for a warmdown will usually let the penile tissues remain relaxed and extended.
If you have had a very hard session and have created inflammation (which has to recover before adaptation can take place), or if you have created an injury, cold will reduce the inflammation. Because your penis will want to return to normal body temperature after being cooled, it will flush the tissues with fresh, oxygenated, nutrient rich blood. This will also flush out any metabolic by-products which have built up in response to PE’ing.
Heat will also do this. I use heat throughout a session, but if I have had a very heavy session, I will usually allow my penis to return naturally to body temperature, then ice it.
The other main theory on using cold is that the heat and exercise will have created a ‘sol’ state in the elastin of the collagen matrix, and that by cooling the penis after PE, these tissues become in a ‘gel’ state. If you search, using advanced search, there has been quite a bit of discussion on use of cold v. heat; a good excuse to learn how the search function works!
The Jelq: Jelqing is about creating a pressure wave of blood in front of the jelqing hand. It takes a while to master, and everyone finds what best works for them. If you dry jelq, using the movement of the foreskin is useful. If you wet jelq, just experiment to see what gives the best feel of expansion happening in front of your hand.
Kegels can be done from fully flaccid to fully erect. For your actual kegel session, I would suggest flaccid, but you will find many reasons to use them erect during your PE sessions. Do plenty of reading here and you will see guys mention their use in many exercises.
