Hey guys I have a few questions regarding exercises and measuring

I turned 18 about a month and a half ago. This is my second thread if I’m not mistaken. I have a few questions on measuring:
1. Could someone specify what BPEL is?
2. What is the most accurate way to measure, so that I will be modest with my size?

The questions I have about exercises are:
1. What routine should I start with to increase length?
2. How should I do my length exercises while being stealth

Here is my routine, off and on which varies:
Overhand Jelq: 20-50 reps 3-5 seconds per rep
Stretching under the lip of the glans outward(away from the body) 10 seconds straight out, 10 seconds left, and 10 seconds right —2 sets
Semi-erect pull(grab the base and stretch the tunica) for 10 seconds 1 set

I find that exercises are time-consuming and I may need some motivation because I am new to this and do not know if these exercises are effective or work.
My exercises are always stealth, because I can’t be doing exercises around anyone in my house. If there is any other non time-consuming, effort-exerting stealth method that I could use please tell me.

Here is a brief introduction of why I would like to increase my length:
I, unfortunately fit into the stereotype that “Asians have small penises category,” but clearly I am trying to do something about this “little issue.”
My friends and others always say this around me and other Asians. I am 75% German, Irish, Jewish, etc and 25% Japanese. I still happened to inherit the small penis gene :/
I just would like some help from anyone with experience who is willing to help me. I am not sure about how big my penis is erect. The last I measured I was 5.25in in length; however, I have never measured in girth. My girth is actually relatively big compared to length, which makes my dick look small lol. Could someone help me solve this problem and increase my motivation, as well as my size.

Do not laugh at this, but I have tried a stealth hanging method that included tying a wash cloth around my glans and putting the other end in the cap of a shampoo bottle and snapping the cap to allow the bottle to hang. By the way, this is in the shower lol. So I am making some effort, but I need some extra help. Thanks guys for reading this and I hope you can give me suggestions.

Always use the same ruler.
Measure after a minimum two day break.
Ensure a good hard erection.
Stand up straight or lie down.
Don’t push the hips forward.
Measure on the top.
Push hard against the pubic bone.
Don’t dig in under the pubic bone. Rotate the ruler along the axis of the width 45° to avoid this.
Angle the penis at 90° to the body.
Straighten the penis to the ruler along it’s length.

Girth
Use a tailors measuring tape
Measure after a minimum two day break.
Ensure a maximal erection (less than maximal may inflate the figures).
Measure at three points along the shaft: base, mid, behind glans. Measure the glans, if attempting to track this.
Take multiple measurements over the course of several hours and use the mean.
Be consistent in the way you measure.


Pre PE: 5/8/04 BPEL 6.25" EG 5"

Goal: BPEL 7.5" EG 5.5"
