I was wondering why measuring is done and recorded as BPEL ( bone pressed erection length)
My fat pad hides at least 1.5 inch on erection but of course it’s not used and is not been seen should I stroll along a nudist beach..

Measuring this hidden 1.5 inch can only provide better statistics which are false to you.
Measuring what is currently seen dangling surely is your correct length

Maybe some body could give me the reasons why measuring is done as BPEL

Consistency. When measuring for PE, we aren’t interested in length or girth but rather change in length and girth. Floating the bottom of the ruler doesn’t help.

So for me best gains is to loose that fat pad

The important thing is to separate out causes. If you expose more penis by losing weight, you don’t want to assume that this was actually due to PE, otherwise you may persist with an ineffective routine. Likewise, if your fat pad increases in size, you don’t want to think that your penis has shrunk.

Try rotating the bottom of the ruler, it’s often possible to find a position that doesn’t hurt much if at all. Good measurements are worth a small pinch every couple of weeks.

And use a plastic ruler with rounded corners. The metal and woods ones tend to have sharper corners.
