Maybe that’s the problem with your routine: too little stretching. You say you’re doing 5x 30-second stretches as opposed to 5 minutes of 30-second stretches. This means you’re getting in half the stretches you’d normally be getting in if you’d be doing the normal newbie routine.
At what erection level are you performing your jelqs? Lower %erection levels (~10-40%) targets length, while higher %erection levels (~40-75%) targets girth. I think I remember seeing on here that if you’re just jelqing at complete flaccid (0% erection level) then all you’re doing is targetting flaccid length; though I’m not sure how much merit that holds (as I haven’t seen it presented to be something solid/conclusive on here).
What is your LOT?
If you meant to say 5 minutes instead of just 5 stretches, then maybe it just happens that you need more duration under stress and 5 minutes just isn’t doing it [for you]. Maybe 6 minutes is the golden number to get you off and running. Maybe 7. Who knows, but gradually go up and don’t freak out and go overboard suddenly thinking that more is better, because if you take that route, you can really mess up your potential for future/long-term gains.
Lastly, I assume you are showering every day :p , so I assume you are doing this routine every day? Any rest days? Try to aim for 1-2 rest days per week.

Some people, genetically, store fat more in certain areas as opposed to others whose bodies may not do the same. So maybe your body tends to, for whatever reason, store more fat in that area of your body. Somebody else however, may be genetically prone to storing more fat in their legs, mid-section, or arms. There is no way to try to lose fat from one specific area (trying to is called “spot reducing”.. which isn’t possible), the only way would be to lose %bodyfat overall as your body sheds fat more in layers as opposed to just in the areas being worked out.
Whatever you do, do NOT give up just because it may be bumpy now. You have nothing to lose by trying. Stick with it and once you see gains, you’ll see that it’s not that you “can’t” gain, it’s just that you weren’t attacking your ligs/tunica in the right way before. It’s just about finding the right way to attack your ligs/tunica to achieve gains. That may be more time, more intensity, or both, but you’re best off by testing each one individually and seeing what your body responds to (more time, more intensity, or both).
