I don’t know the percentages in detail, so I can’t answer how common. In the database here I did once compare the 3” flaccids to the 5” flaccids to find out the average growth and 3” flaccids averaged out to 5.75” erect and 5” flaccids averaged out to 7.25” erect. So, upon erection, the smaller flaccids closed the gap by 1/2” but did not catch up despite what appears to be commonly thought. My study of the 3” vs 5” wasn’t completed though. Plus I didn’t study 2” flaccids, 4” flaccids, etc.
The database holds many answers. Sometimes we only have opinion and judgement to rely on, but other times we have more than that available at our fingertips if it will only be looked into. For instance, someone once commented that shorter penises have a tendency to be thicker. So I was curious and did a comparative study from part of the database (I studied over 600 pre pe sizes) and found the opposite to be true. Longer lengths actually showed a strong correlation with being thicker, though it’s far from an absolute of course. I posted the results into a thread.
From the database I’ve seen stevie31 post the results of what the average gain from PE here is in length and in girth.
Getting back to your original question, from what I’ve studied my impression is that it is not common. I’ll keep this specific question in mind in case I ever get back around to studying these type of questions more. Then I could present a more definite and more precise answer. Hopefully someone will beat me to it.
