Once you feel ready enough for hanging you don’t need to keep stretching. Hanging is more effective than stretching, however some think it may be beneficial to your routine.
You could start with a homemade hanger like the AFB hanger or one of the other designs (see the sticky thread).

I think afterwards is the best. Hanging in my opinion should be done with a completely flaccid penis and after hanging jelqing is good for getting some fresh blood going.
