Yes think that would be right. I also have done quite a bit of scrotum stretching using rings and split weights. Believe that has also increased my skin mobility. I currently pump with some some split weights on my scrotum partially to help move the skin back.

The water pressure does try to move the sleeve forward with the skin but is a fairly mild effect .

I have ED and do have erection problems which is why I took up dynamic pumping. However I find using two sleeves easier to fit than one long one, I fit the rear one by rolling it up, putting the front edge about half way along and unrolling towards the base. Found this harder to do with longer sleeves. After fitting the sealing ring I exercise to get hard and find the compression helps keeping me hard. Fitting the condom and second sleeve then is easy.

I do pump long duration but with the sleeves get little obvious fluid retention other than a bit in my foreskin. However I tend to be flabby post pumping and I am sure there is fluid retention there even if it is not obvious. I consider the fluid is gone when I can reestablish that hard erect feel..
