So I am just starting PE. My starting measurements were 6.1” BPEL and 4.8” EG. So I want to hit 7” and like maybe 5.2” in girth. Is this possible in say a year of doing it consistently?

Why focus whether it takes 1, 1.5 or 2 years if the gains will be permanent, for your life time?

The gains of 0.9 inches length and 0.4 inches girth are 100% achievable and quite easily I would even say.

Easy compared with 2 inches of length gains or 1 inch of girth which takes effort from what I have researched.

To sum it up, your goal is very realistic and I would focus on the goal and not so much the time frame.
