I understood your problem same as man-of-10; your nutsack is already tight and you don’t have enough shaft skin, so when you become erect your scrotum (nutsack) moves up your shaft toward your glans; because you don’t have enough scrotum skin left over for your testicles (nuts) to hang, they recede in toward your pelvis. Is this correct or am I way off?
Regardless I believe your problem is skin, and there are really only two things you can do:
1) When people gain fast they typically have a hard time growing skin at a quick enough rate to keep up; the result is that the erect penis "steals" skin from the scrotum, because there is usually a surplus of loose skin there. If this occurs then your testicles (nuts) and scrotum will move up your shaft toward your glans. The way to combat this is to spend a few minutes a day stretching the skin between your circumcision scar line and the spot where your scrotum connects to the underside of your shaft. Just like in foreskin restoration, this is a lengthy process, taking years to see good results.

2) If you just want a larger scrotum (so that your testicles hang lower and don’t recede into your body) then you can similarly just manually stretch your scrotum in all directions a few minutes a day. You could also consider purchasing a ball stretcher which you could wear for hours a day (hands free and quicker results).
