Kegels can be done at any time. They are not required as part of the Newbie Routine, but are and “extra” that helps with overall penis health. You can do them while driving to work, just before you go to sleep, during breakfast, or whenever you want. If you do want to do them with the routine, you can do them before or after, it won’t make any difference.
Guys just beginning their routines often find that just touching themselves makes them hard. That’s normal and expected. As you progress in your PE efforts you’ll get used to it and unwanted erections will be less of a problem. You should stretch flaccid and jelq semi-erect. I’d suggest jelqing first then let it rest and do the stretches after. That way it will be less likely to want to get hard again.
herballove.com is a Dr. Lin site (where he uses a “spokesmodel” to do his talking). Dr. Lin’s advice is, for the most part, bullshit. Kegels do not contribute to premature ejaculation which is basically a psychological problem, not a physical one. Although being extra sensitive can contribute. Kegels do not change your sensitivity nor make you want to cum quicker. (There will be others here who feel it does and I’m sure you’ll hear from them. However, there is not physiological reason for kegels to have anything to do with premature ejaculation.)

Okish6ere - a “reverse kegel” is simple relaxing the muscles that are contracted when doing a kegel. It won’t “cure” anything and actually has little value except when one is trying to attain multiple orgasms.
