This alone disproofs the ‘outing penis’ or ‘ligs gains’ hypothesis.
The inner penis is thinner, I think: the volume of the penis in the pics linked above shows it clearly; other than that, one can do a simple experiment: while erect, pull back the skin at the base of the penis, showing a bit more of the ‘hidden penis’ : for me, and anyone else I’ve seen doing such manouvre, the penis is thinner the closer to the body it goes.
Another point: if the inner penis is coming out, than it’s the foremost stressed part; anyone has read ‘I had aching in my inner penis after my PE session’? I’ve never read.
Again: penis surgery produce negligible gains in erect state, despite the fact that ligs are cut; as for length:

as for girth, no one who had penis surgery (by suspensory ligs cut) wrote about increased penile girth, if my memory serves.
