Yes.
When I pumped consistently for several months, I made some girth gains.
I had to stop pumping and go to manual exercises only because of privacy reasons.
Now several month later the girth I gained is still there.
Additionally, I have not gained any girth since I stopped pumping, only length.
I beleive that the pumping protocols that are outlined at thundersplace are conducive to permanent enlargement. Methods outlined at other sites may not be.
To summarize thunder’s pumping enlargment protocols
== warm up penis with rice sock or other warming device. Some advocate warm down afterwards too.
== keep cylinder warm with heating pad or other heating device while pumping
== pump at low pressure, no greater than 5.0HG
== multiple short sets with rest in between rather than long marathon sets.
== adequate rest between your pump days to allow your penis to recover and grow
For example, I was doing 2 or 3 ten minutes sets per session. I came out of the cylinder between sets and massaged my self to erection. I stayed between 2.5 and 3.0HG. Towards the end I was experimenting with going to 4.0HG for the last few minutes of my last set. This was based on a lot of research in the pumpers forum, and then refined with some great advice from vets like Lampwick, gprent, and petitfaun.
Of course their are variations on this in set number and time, as no penis seems to respond exactly the same to any PE method.

If you are just starting to PE — do the NEWBIE ROUTINE first for several months, and no pumping or any other devices. Newbie routine will teach you about your penis. If you do not have this intial knowledge, it is way to easy to hurt you penis with devices.
